ICAO FLIGHT PLAN
AFSS Model 1-FC ICAO Message Addressing:
OP: - Departure ARTCC Address -
Enter the 3-letter identifier for the ARTCC responsible for processing the departure message. In most cases, Model1-FC will auto-address the message.
CP: - "Closure Point" and/or addresses for enroute and destination ATC/ATS facilities. The message should be transmitted (as a minimum) to each ATC/ATS facility within who's jurisdiction the flight will operated. Aircraft departing the U.S. will have the flight plan transmitted not only to the departure ARTCC, but the last domestic ARTCC in which the flight will operate, including any ARTCC with oceanic sectors in which the flight will be conducted. The aircraft operator may request that up to two additional AFTN addressees receive the message, when operational needs so dictate. The military base operations at the destination aerodrome will be included in the addressees.
................................ NOTE: Model1-FC will only accept a total of 7-eight letter addressees. If the aircraft's route of flight is of such length that the number of FIR addresses exceeds this capacity, then the flight plan will require multiple re-transmissions, with the addressees changed in each message. The departure ARTCC should be included in each of these messages (in effect, limiting the additional addresses of extra messages to 6 per message). It is suggested that manual coordination with the departure ARTCC be effected in such circumstances, to assure the notification of all facilities who should receive the ARTCC generated "Departure Message".
................................ NOTE: ICAO Flight Plan transmission is not necessarily limited to only the FIR/ATS in who's airspace the flight will be conducted. Flights in close proximity to an adjacent FIR, especially in oceanic airspace, should also be addressed to that FIR. (This is demonstrated in the enclosed flight plan example, where at one point, the flight is within 17 miles of the Havana FIR).
.................................Operations conducted in "North Atlantic" oceanic airspace by turbojet aircraft require that adjacent FIR/ATS facilities be addressed when a flight is conducted within 90 nautical miles of their airspace. "All other" aircraft operating within 120 nautical miles of an adjacent FIR/ATS facility will also be addressed as well.
................................. If a flight departs the airspace of another AFSS, include that facility among the FPL addressees.
.................................. Flight plans which provide one (or more) alternates, shall be addressed to the associated "tie in facility" for the alternate aerodrome. (In our example, the associated FSS facility at Kingston, Jamaica is included among the addresses). The suitability of an addressee may be determined by the presence of an asterisk (*) next to the aerodrome name in ICAO Document 7910 (Location Identifier Handbook). The presence of an asterisk (*) indicates that there is an associated facility with incoming message capability on the AFTN. Use the Service-B suffix "YFYX" just as you would another domestic AFSS. Flights to alternate airports which enter/transit additional FIR boundaries in the process, shall also be addressed to the associated facilities.
