ICAO FLIGHT PLAN

DEPARTURE AERODROME and TIME-

Examples: KMSY - KMIA - - - ZZZZ & (Item 18) DEP/ HOUMA LOUISIANA

Departure Airport -

................................ Insert the ICAO 4-letter for the departure airport. If the 4-letter identifier in not listed in the ICAO Document 7910 (Identifier Handbook), then insert "ZZZZ" and specify in item 18 (Other Information).

................................ NOTE: In the event an aircraft is departing a private airport or aerodrome not normally associated with international operations, you will insert "ZZZZ" in item 13 (Departure Aerodrome). This information will result in the flight plan not being accepted or processed in the associated departure ARTCC. There are TWO steps which will then become necessary. (1) Enter the airport name and location, spelled out in plain language in item 18. (Example: DEP/ Houma, Louisiana. This is the only way the arrival nation may be able to determine the departure airport. (2) Insert the identifier of a near by airport, with recognized identifer... then manually coordinate with the associated departure ARTCC to provide for flight plan processing. The ICAO "FPL" message should still indicate "ZZZZ" for item 13.

Departure Time-

.................................. Insert the proposed time of departure in 4-digits (UTC / Zulu).

.................................. NOTE: In the United States, the associated departure ARTCC is responsible for sending the actual time of departure in a separate departure message for IFR flights. (The proposed flight plan will remain on AFSS Model1-FC "Proposed" lists, but serves no purpose other than as an "informational" source, once the flight plan is acknowledged by the ARTCC). When the number of AFTN / Service-B addressees requires multiple transmission of the flight plan in Model1-FC, this will need to be coordinated with the departure ARTCC to ensure that all related faclilties receive the departure message.

................................... NOTE: Upon activation of an ICAO VFR flight plan, the pilot will need to advise the associated departure AFSS / IAFSS via radio... and a "Departure" message will be required.
